Should the BBC Licence Fee Be Scrapped?

The UK government are to consider a shakeup when it comes to the BBC and considering decriminalising non-payment of the licence fee. Martin Bell and Aufa Adom debate whether or not the fee should be scrapped or it could mean the beginning of the end of the BBC as we know it.
